I was thinking if there is some way to create a custom laws... I am pretty much undesputable ruler of Everywheria and I still have to be stuck with the original laws... Is there any way how to create a cutsom laws? Either via modding or some other way?
If not, it would be nice if the Devs could implement some new mechanic to create your own law, maybe as a part some next level administration.

Perhaps new succesion laws where you can specify requirements for all viable heirs or you can put restrictions on your vassals for creating titles... Something that would make you feel like you are really the one in charge

It is possible to create laws via modding. It is not really feasible to create a game system that allows you to define your own laws, since the amount of effort to do so is tremendous whilst the benefit is negligible.
