Custom government form in nation designer + multiple modifiers in one custom nation idea slot

It would be interesting to create a Frankenstein-government from the available choices. For example, a republic that has elections at a custom rate, and/or has horde mechanics - all while being able to choose custom modifiers.
Custom ideas would be insanely useful, for example combining manpower recovery speed and reinforce speed in a single national idea.

A good idea in general, I think. It would be nice if we could decide how long terms last, put term limits in place, etc. It would have to be balanced (so people don't just constantly choose 1 year terms with no limits). Not sure how easy it would be to implement, though.

Something like this would probably require a significant rework of government types (dynamic government, mostly). Something to hope for in EU5 (assuming that will ever happen).

And insanely broken: custom nations are already very, very powerful in the hands of an experienced player; this would be very difficult to balance without nerfing it into the ground (not that I don't like the idea, but I don't think it's likely to happen).

If the modifier costs for each idea were charged separately, I think it would be balanced. Most of the modifiers would be locked into the first level, to avoid going overbudget.
