Custom factions questions

Hi! I've seen that it is possible to form some special factions like the norhtern lights one , some with national foci.
But is this is the only way? They are predetermined or we have freedom in creating them?
I really hope it is not only through national foci

You have to create tour faction through national focus, but then you unlock the focus, you can "destroy" your faction and then create another one with custom name. Check last week's WWW with Japan, Da9L made his own custom faction.
