Last you want to change the ethos of your new dwarven pops, for which you'll need to know the planets that the Cirrulan Commonwealth owns. Check it out in-game, write down the names and look them up in the save file. I don't know those names, but's let's assume "elder earth" is the dwarven capital, so just search for "elder earth" in the save file and you'll see this:

The bolded part is what you're interested in. While your at it you may be interested in replacing the name and planet types for your dwarves by replacing "Elder Earth" with "Orzammar" or whatever you want to call it, and to change "pc_tropical" with "pc_continental", "pc_alpine", or whatever kind of planet you want.
In any case, what you now whant is to change the ethos of the pops with id's 72 to 79.
You will need to search for " 72={" until you find the lines:

And simply change the line ethic="ethic_egalitarian" by ethic="ethic_spiritualist", or by whatever ethos you want your pop to have. Repeat this for every pop in every dwarven planet, and you should be good. Recompress the save, put it in the save folder, and try to play.

I would strongly advise, however, saving copies of the save file at each step, and trying to load the game at each step to see if you've accidentally broken something. Hope that works, and do let me know if it doesn't. :)

I am also suffering from this bug as of 2.2 (all expansions no betas)

No matter how many species I set it to above or below my forced amount it always removes between 1-3 species. This is extremely frustrating. One of the reasons I bought this game was to use the human_ai & observe console commands to let the game run like a galactic war simulator for writing back stories. I did a ton of research on which game I wanted to play and to use for this purpose and shelled out the cash for it, so I am sorely disappointed to find this one feature not working correctly.

Use Random System only for all AI species. No Random unary/binary/trinary! I

had the same problem. Now I use all random and they spawn 15 locked out of 15. Oh! I've also disabled all pre-made empires (all files in InstalDir/prescripted_countries/ are empty)

PS: I've made an account just to answer this :D Because I had the same problem and understand the frustration...

EDIT: should work even with unmodded/unremoved prescripted_countries. Random unary/binary/trinary is bugged.

After changing each of my created species to spawn in a "random" starting home systems they all spawned perfectly. Thank you so much for this insight. Reading all of the options and code that had to be changed in the previous suggestion was daunting to say the least.

There’s a mod that removes the base empires allowing you to play with purely custom empires. Try that?

I'm using this mod and all the custom empires still get replaced with random empires. All starting systems set to random and no duplicate species. Whatever is causing this it is definitely on Paradox's end. Please fix this infuriating bug. I can't stand playing with a random galaxy.

I think you might be wrong man... iv tested all day and all night with multiple copies of the game i cannot, i repeat, cannot get this to spawn all my civs no matteer what i do.

I'm sorry to hear you're having a problem with forced spawns. I also have been having *no* problem force spawning 18+ custom empires, but I remember another thread about this issue from December. The only thing I can think of is, maybe it's a version issue, as in a bug that was fixed. I'm playing on the beta test branch, 2.2.4. If you are playing on 2.2.3, maybe it's a bug that got fixed, which is the only reason I can think of as to why several of us are having totally different experiences with this, multiple people having problems, and multiple people not having problems.

Anyway, I hope it's just a version issue. If not, sorry you're having problems with this. I sympathize, as I only play with custom forced empires. Hope you are able to figure out the problem.

Sign... This game could use some better explanations and directions.

It appears that all the System Initialisers cannot be repeated. If your 13 empires have some with the same System Initialiser, then only 1 copy of each System Initialiser can spawn.

It means that at your design's Homeworld and Class, choose the star type to be Random, or ensure none of the 13 empires have repeats.

Been seeing this problem for so many times in Reddit.

I am usully playing as humans so they have never failed to spawn . Humans really arent the problem, neither is the sol/deneb systems...

It feels practically random which ones dont appear, though it may be a coincidence but my Minotaur race i made seems to not spawned like 4 times in a row.
The details on them are in the included text file. though i think i named them Taurians.

As far as I’ve been able to tell there are two things that can conflict that would prevent empires from force spawning - duplicate species portraits and duplicate special starting systems. The easiest way to resolve it should be to give each of your empires a random starting system and assign unique portraits to each.

If you want to force duplicate species portraits to spawn (example Earth humans and Deneb humans) you can edit your empire file and change “ignore_portrait_duplication” to “yes” for those empires.

I know that Sol and Deneb system starts have unique init numbers. I’m at work and can’t check what else might have one, but I don’t know of a way to spawn multiple Sols the same way you can with species portraits. Are you running any mods that may have unique system spawns? I’ve never had a problem when setting the home system to random so I wonder if this may solve your problem.

As far as I’ve been able to tell there are two things that can conflict that would prevent empires from force spawning - duplicate species portraits and duplicate special starting systems. The easiest way to resolve it should be to give each of your empires a random starting system and assign unique portraits to each.

If you want to force duplicate species portraits to spawn (example Earth humans and Deneb humans) you can edit your empire file and change “ignore_portrait_duplication” to “yes” for those empires.

I know that Sol and Deneb system starts have unique init numbers. I’m at work and can’t check what else might have one, but I don’t know of a way to spawn multiple Sols the same way you can with species portraits. Are you running any mods that may have unique system spawns? I’ve never had a problem when setting the home system to random so I wonder if this may solve your problem.
I think force spawn ignore duplicated portraits. So, whenever I see a post like this, it's almost always because of System Initialiser.

There are just 8 of them: Sol, Denab, Trinary I, II, Binary I, II, Unary I and II. Each of them can only spawn one country.
