So am my friends have been trying for 2 days now to run a game set in our roleplaying scifi universe... we made all 13 races and settled down for a game...

Now... there are no marauders OR fallen empires in our games... so that is not the issue here!
This is just straight up not the problem.

We set all 13 as FORCED spawns. As in they should appear, we started the game up and found... hey theres alot of races here we didnt make... so i used console comands to observe to find that at least 3 of our custom empires we set to FORCE were replaced by randomly generated empires... there is no reason what so ever for this to be happening, i am not modding the game or messing with it, its just the games base systems and rules breaking!

Somebody please help me.... I dont know what to do.
I am obbsessive compullsive, i cant let this go and i am starting to feel trapped by my own mind, trying and trying and trying to fix this but its been 6 hours and i am going crazy.

First thing I would try is spawning a smaller number of empires and see if nothing gets replaced.

I can confirm that you can spawn galaxies like the one you want, but I have never tried that many empires. My max was 8 DE/FP/DS/MH, but I allowed Fallen empires and marauders, I have also spawned small galaxies with 2-3 of my choice and no FE or Marauders. So it *should* be possible.

I tried it with 6 and 2 of them were still replaced... i just dont know what i am doing wrong.

I am including a download for all my custom races if anyone can get a galaxy to spawn with all of them ( except for troggies and gillowogs ) Let me know... cause i am willing to bet its impossible at this point and I am very obbsessive person so this has been driving me crazy.

I sometimes play games where I force spawn 22 empires, one for every personality except Metalheads, together with all fallen and marauder empires and all of them spawn so that shouldn't be a problem.

But you don't have enabled this "Randomize"-button on the right side of the "AI Empires" in the galaxy-settings ?

This is the screen shot.. i am starting to think all games are like this and i am just one of the first to notice it... even when setting population to 20 with only 15 races it still leaves at least 1 or 2 of my forced races out... and i literaly have no clue how to get them to appear.

I think you might be wrong man... iv tested all day and all night with multiple copies of the game i cannot, i repeat, cannot get this to spawn all my civs no matteer what i do.

I have just included my most recent empire designs file... i dare anyone, anyone at all to get the top 20 civs to spawn. I bet they wont... I would bet anything, i am so possitive at this point that all versions of this game are broken and not working as intended... Its gettng to the point ware i just dont know what to do, i think this bug may be unfixable.

Maybe that empires spawned as primitives. I'm not sure can't check right now because i'm at work.
Iv ran this world gen for 8 hours straight.. if it was just a matter of genning as prim-civs i would have noticed...

I even created duplicates of every race hopng it ould offset the gen problems but that didnt work either, it just went crazy and started replacing MORE civs.

If I remember correctly, empires with a species portrait with random = no don't spawn even if you set the empire to force spawn. This includes any empire with the human species portrait, as those are set to not spawn randomly by default.

I have about 30 customs made up right now all set to force spawn and other then the romulans, vulcans and noldor they all use unique portraits. I play on 1000 star galaxies with 15 ai empires and still usualy get at least one random empire.

I only added the 4 Orks to try and offset the problem, before they were made it was still a problem.

What do you mean? In order to play with all the races i need to set portraits to random so no creature has none-random appearences?
