Custom Empires Gone (Help)

Started up Stellaris for the first time in 2 months to play with a friend so I turned off all my mods and my custom empires aren't here. Read up a bit about them being impacted by turning off mods so I turned some back on just to check and they still aren't here. Really hoping I can get some help as I don't want to recreate all of them. If the solution is already out there I would appreciate a link.

Go look in

Documents/Paradox Interactive/Stellaris/

and see if there is a "user_empire_designs.txt" file.
If so, make a backup of it just in case. If it's not there, that's a bad sign.
