I know other posts have been made regarding certain issues with the new peace conference system but I wanted to make this post here to highlight each issue that I personally have witnessed so far. While in theory there are a great number of improvements that the new peace conference system tries to offer, there are enough systematic issues with them that it ultimately feels like a major step backwards. With just around 2,000 hours in the game, this is the first time I have ever experienced something in Hearts of Iron 4 that has led me to actually make a forum post to voice my concerns.
1. Contesting Territory. This is by far the worst issue I have encountered with the new system. While initially it sounds like a great way to force your agenda in a peace conference, it only works for major nations that contribute the majority of the war score, and even then, it only works half of the time. For example, I was recently playing as Italy and went to war with the allies on the side of Germany (I chose not to join the axis but still go to war with the allies). I helped Germany topple France, and then single handedly naval invaded England to finish the war. In the ensuing peace conference, my main goal was to unite my territories in Africa, yet despite contributing a significant amount of war score myself, Germany was not only able to take all of the UK AND all of their Puppets, but also take significant parts of Egypt while contesting those I had already tried to take on my own. This change is even worse for minor nations who when they get their territorial gains contested by major nations are almost powerless to do anything about it if they did not find a way to contribute more to the war score. This leads to the next issue.
2. The cap on war score. I know this was also a completely intended feature, as we are now supposed to give more thought to the territories we are trying to take over. However this in the end hurts the conference system as well, you are not able to finish off debates regarding contested territory or even finish off the full annexation of areas if you do not have enough score. Mostly my issue with this feature feeds back into my problems with contesting territory and being able to actually win contested areas.
3. Puppets and Liberated Countries. As others have mentioned, creating and giving land to puppets is now problematic. It appears as though now you are only able to give puppets or liberated countries their own core territory in current peace deals, thus resulting in you not being able to give them key strategic regions you intend for them to own. This also leads to some larger issues with border gore. Another specific problem I experienced was not being able to puppet countries at all when in certain factions. For example, in one of my playthroughs I joined the allies as the Papal States and capitulated Germany, in the peace conference I was not able to puppet Germany but only change the ideology of specific areas while the other members of the allies created a completely separate Germany all around it. This left the world with two different Germanys and both of them completely independent. Is this a new thing where you can't create puppets while in certain factions? or is it specific to the Allies and democratic countries/led factions now?
4. The Border Gore. All the issues mentioned above contribute to significantly higher levels of border gore, which to many is extremely annoying. Iirc I think I heard that there is a fix in the works for this, but it still does not change the underlying issues with the other mechanics of the new peace conferences.
Once again, these are just the issues I have personally run into while also seeing others discussing as well. I hope the system continues to get tweaked because it's a great idea to rework the peace conferences but overall it is far from perfect and honestly I preferred the old system at this point in time.
