Skulls might be hard to come by (unless you had a "Bring me his head!" option in murder plot dialogue).
But a funny suggestion nonetheless.

Actually that could be a generic "Bring me his . . .", if you know what I mean.

Give Wroth, Cruel or Impaler characters the final post-assassination or execution option to "Bring me his head/tongue/heart/<ahem>", maybe for a Prestige boost but a big negative opinion modifier with Kind, Charitable and Generous characters.

Yes please, scull cups was really a thing back at the time there are numerous accounts:

Should probably be there as an option not only for rivals but also for enemies killed or captured in battle.
From what i can understand it was tied to the steppes as a common practise there. Bulgarians mentioned above twice have a close connection to the steppes. I am also aware of some cases that was used by Turkic people as well.
So my idea would be to tie it to Altaic, Turkic, Bulgarian cultures (and maybe also for Tengri followers?).
