I had an idea that when a country with many cultures is making a colony, the colony has a culture from that country, rather than it always being the capitals culture. Take Britain for example, it would be good if when they are making a colony, the colony will have an English culture most of the time, since most provinces are English. But other times, the culture in the colony is Scottish, or Welsh. I think this would be good as when countries colonised areas, they never only sent people with the same culture as in their capital.
The same would go for say France, some of the French provinces in their colonies would have say Breton culture, or if they have invaded England, then maybe even an English culture!
