Would that really matter? Austria has almost always a surplus of diplomatic points, so every non-accepted, non-German culture wiill be dead as soon as they have points to spare - I've seen the same happen to Wallonian and Croatian provinces more times than I can count. Multi-ethnic doesn't mean they were tolerant.Wouldn't a way to prevent Austria from doing that be to give it an idea that drastically reduces the accepted culture floor? It wouldn't be ahistorical; Austria was a multi-ethnic empire.

That. People would then complain about Austria being ahistorically tolerant, etc. Considering the current mechanics, it's just not worth it to add some cultures to the game. That's probably the same reason why Hungary's a monolithic blob instead of being more culturally diverse or why all of Anatolia's Turkish.and be a different kind of ahistorical mess

I've been playing as Kurland a lot lately and it got me thinking about how Estonian and Latvian don't have any country tags associated with them (Estonian patriot rebels appear to return to their native...nowhere!). The tags I know of that currently have no associated country are:
Sami
Karelian
Estonian
Latvian
I mostly play Europe so I don't know if there are any floating around in ROTW
Nah, solution is to give Karelians more provinceskarelian is a useless culture ingame with only one 1 BT province and no tag, it should just become finnish or russian
