So, I had this idea; I'm not sure how realistic it is, and definitely, it may be too complex in an area of the game that doesn't matter enough, but it's how I picture it would be most realistic.
Instead of having culture groups as we do now, we have
- culture supergroups
- culture groups
- culture subgroups
- culture strong links
- culture weak links
For example;
Provencal would be in Romance supergroup, giving them a slight bonus to French, Italian, Spanish and Romanian culture areas as well as those with each other
Provencal would be in French group, giving them a more significant bonus with all the French cultures
Provencal would be in Occitan subgroup, giving them a fairly strong bonus with Aquitain, Gascon, etc. (personally I think the Occitan culture should be split up, but that's besides the point)
It would have a weak link with Savoyard, perhaps, and/or some Arpitan groups, and Burgundian
The groups represent groups as they are in game, groupings of related cultures. Links represent special relations between cultures that fall outside of the groupings; for example, Norman should have a strong link with English, even though they're in different groups; it's unrealistic to put the two as far away as English and Aborigine. In the same vein, it allows a Celtic group to exist without compromising the Breton place in France, and the relation between Welsh, Scottish, Irish and English (I would imagine English strong link with Welsh, Scottish and either weak or strong link with Irish)
This would necessitate some kind of ingame indication of links and groups, which would look like a web which is where the name comes from, but it's already necessary; it's annoying trying to remember what group Albanian or Hungarian is in, for example, when you're planning conquest.
A couple of other minor gripes I can't help but add in;
Cornish, Manx, Arpitan, Romansh, Ingrian, Icelandic/islandish, Friulian, Dalmatian, Ladino, Extremaduran, Bourbonnais, Torres Strait Islander, Israelite/Judean/Jewish (maybe) should exist or have some representation
The game should start with Prussia being as if it had been freshly culture converted from Old Prussian
Bohemian Germans exist
Remove American, or add an American version for all the culture groups
