Culture Problem With Divisions

Im Playing as Prussia, and for some reason when i try to make a division it wont let me use any of the culture selections it lists.

Sounds like you have used up the maximum number of manpower from the amount of soldier POPs you already have. Convert more POPs to soldiers should do the trick.

How many divisions do you have compared to the various cultural maximums?

I have Plenty of manpower so my the numbers per culture must all be maxed. thanks guys
