As i remember in Vicky1 countries had main cultures.
I hope Vicky2 would have opportunity to include new cultures in the list (with help of reforms).
Also interesting, what with state creating system like it was in eu3, will new territories (concurred or colonized) after time would become admitted part of country.
In Vicky1 was cultures such as British, i believe it was more connected with citizenship, but for example Scots could be citizens, but compared to English people, some of Scots must have desire to free Scotland.
Will be ethnicity separated from citizenship?
