I originally posted this in the thread "Could we merge Celtic with British" and it was suggested that I start a new thread suggesting it:
Basically the idea is that if every province of a given culture is owned by a cultural union then that culture could be integrated into the culture group that union is the union of, for example Breton moving from Cornish to French when all of Brittany is owned, or Welsh and Cornish moving to British if England forms Great Britain. This could cost some diplo-points (though less than outright culture converting) and/or should take a significant period of time - between 10 and 50 years probably.
A slight alternative version is where every country has access to this, and owning the provinces moves the culture to the group of the owning country's primary, but I prefer the first version more I think?
If this were implemented, Breton ought to be moved back into Celtic in the 1444 start at least.
Would it be possible to add a system where a culture moves from one group to another, for example if France, The french cultural union, holds all the Breton provinces in the world, Breton can move (maybe takes some dip. points, but much less than culture converting every province and a long time, but doesn't block for example missionaries) into the french group. If Britain, the British Cultural union holds all the welsh provinces welsh can shift from Celtic to British. What about that?
