In 1.9, Paradox divides South China culture according to spoken languages, ex. Hakka, Cantonese, while divides North China according to administrative regions, ex. Zhili, Shandong. This is confusing.
Culture division of Chinese should be like in 1.8 - dividing according to spoken languages. We know Paradox usually divide cultures according to languages. Although all the Chinese use the same written language, Chinese use mutually unintelligible spoken languages. Division method in 1.8 is consistent with the existing standard of Paradox.
