yes. with the ante bellum mod but i dont think the mod changes the behaviour of the ai. to be 100% certain you could upload a save file here https://skanderbeg.pm/upload.php and check the culture conversion culumn in the mana spend table.

im pretty sure the ai doesnt do agendas because they cant handle it. unless it was changed recently.
