Culture conversion should cost Dip,Adm,Mil points together

The cost should be divided but for balance you can just increases the sum.
Es. Coring cost 100 adm becomes 50 adm+35 dip + 35 mil =120.(i'm not good at maths so I can't write the algorithm right now)

I think it would be more realistic and not let me get unbalanced technology penalty too often when i blob

The main point of the ADM points is to core provinces. If you change that, you might as well remove the very concept of ADM points from the game.
