Never Mind. I found several bug threads. Should have looked there first.

Playing 1.31.3 without the Leviathan DLC. All other DLCs are active.

I’m playing as Hosokawa, am Shogun and have conquered several south Chinese provinces with Cantonese culture. They are in a state, I've converted them to Shinto and they are an accepted culture. But I want to culture convert them to make room for another, unaccepted culture.

If I go to the province screen, it tells me that I can’t culture convert the province because there is still separatism. But if I look at unrest for that province, there is no separatism. In fact, the tooltip says that separatism ended over 100 years previously.

Am I missing something? Or is this a Leviathan bug. I don’t recall having this problem in 1.30.

It's a bug with 1.31. I've found that there's a small window of time where you can convert a province with the Phantom separatism if you convert the religion there, IE you're catholic and can't culture convert it, but if you flip protestant and make the province protestant, there's a 1 year window where you can convert it.
