Culture Conversion in Heathen/Heretic provinces possible!?!?

I usually don't care about culture conversion at all, but being the Mongol Empire, you obviously want to have a lot of Mongol provinces to raise as many Banners as possible. I did not know it was possible to culture convert provinces that have a "wrong" religion, even the wiki says they need to be True Faith of the owner to be able to culture-convert them. When did they change this, was it mentioned in any change-log, or is this something Mongol-specific???

It gets weirder every day: I can click the decision to become Vajrayana-Buddhist, because apparently having no syncretic faith counts as having Vajrayana as syncretic faith. Oddly enough this applies only for Vajrayana, but I can not convert to Catholic, Protestantism, Orthodox, Reformed, Coptic, Sunni, Shia, Ibadi, Hindu, Sikh, Zoroastrian, Shinto, Confucian, Animist, because they don't count as being my syncretic religion?

I believe the issue there is that Tengri nations are explicitly blocked from converting to anything except Vajrayana via decision.

Quite the contrary. Even as Mongols it isn't worth investing DIP into culture conversion for Banners because: A) when you reach the point where you can afford such an investment you don't need the Banners; B) Banners aren't necessarily after the early game and only become worse as time passed; C) Wrong culture doesn't matter for Mongols (mission tree + humanist idea).

Why do you think that? Because of the low reinforcement speed?

I think having a line of infantry with 5% extra discipline and half maintenance cost is pretty great.

Why do you think that? Because of the low reinforcement speed?

That, their natural low availability and the corruption cost associated with recruiting them. Horde's greatest strength is their speed. Time spent waiting for regiments to reinforce is time wasted not using your armies to win wars.

The corruption cost does scale with your FL so it's pretty small eventually.

Having at least one banner stack to kill rebels is a good idea. You'll always have time to reinforce between killing rebels and you'll vastly decrease the manpower and ducat cost of taking care of them.

In what world?
Even normal armies (~20/0/20) armies barely reinforce fast enough to move from rebel to rebel.
Does your rebel warning fit into the height of the outliner? Because mine rarely does.

If you are big enough that you can spawn that many rebels and not care then you're past the point where you would care about banners anyway because you have infinite manpower.

You also never have to fight rebels as soon as they spawn, usually you are best off luring them into fighting you in a mountain or hill somewhere.
