Since You're working on changing culture conversion, here's my 5 cents:
Simillar to Admin Efficiency for coring, I'd be great if You introduced some kind of reductor to culture conversion cost.
1. Either tie it to DIP tech, for % reduction, or better,
2. Let cost redutction go with amount of time a province has been Your core.
People who lived in country x for generations, should learn that country's customs (well thats not entirely true, for they might have been let alone and unbothered for centuries and kept their original culture).
3. Another approach could be a new tab for culture spreading - lets say a slider with a constant drain on cash and or monarch points. It would demonstrate how much you want to invest in truly unifying your lands, from lords to peasants.
Easiest would be option number 1 and least hard on our computers, but it would make least logical sense... "so, its 1750, people are no longer caring as much what language they speak?"
Option 2 would make more sense and since game already keeps track of province history, the cost-check could be done (read from province history) on entering new culture conversion panel - reducing original CC cost by % - with little strain on processing powers, when not in the menu.
Option 3 I seriously doubt it is any priority to make a tab for CC with constant spread efforts.
