I like the new development of provinces, but with the new system, the old game mechanic "culture conversion" is a bit broken.
Developing a province with diplomatic power (higher production) will also increase the culture conversion cost, even the culture have no impact on the production output. Provinces with mediocre tax/manpower but very high production output will be incredibly expansive to convert, but with low benefit.
Additionally the cost of coring and developing a province will be later reduced by technology, but the the culture conversion not.
This should be fixed/balanced.
