Do culture buildings affect the fighting abilities of your retinues? For example if your culture building in your capital gives +10% defense, does that go towards your retinues as well?

How is technology distributed to the retinue? Is it from the capital provinces tech level? If so, does it readjust if you change capitals?

If the tooltip tells the truth the retinues are only effected by your cappital's military tech.
And your culture special retinues are buffed.
For example the german/french knights squad has its heavy knights with +60% dmg but the light cav is normal.
The Houscarls infantry squad has also +60 % dmg,
The persian Horsearchers have +40% dmg

if am not mistaken the culture buildings only effect the levies from that castel holding and nothing else.
