I suggest integrating culture into the development system, which would meke it more interesting and add flavour. Heres my suggestion: each development point will in the same time represent a culture. A 1-1-1 province therefore could be represented by

If eg Poland wins the province and builds up development using its Monarch Points, the province would become
2-2-1
or in a more hierarchical representation
1-1
1-1-1
Equals
Polish-polish

The culture that has the most dev points would be assigned the provinces primary culture. If two cultures have the same number of points, the culture with points on a more basic level (the buttom of the hierarcy) would prevail. If for some reason a province looses dev points (in a war eg) the dev points from the top of the hierarchy would be lost first ( the more sophiticated the more fragile). Culture conversion then would work per strata of the dev hierarchy from the top to the buttom, costing increasingly Monarch points (since the rural folk is more hard-headed...). Thus there would be a trade off between further development and culture conversion, each costing more MP the higher and, respectively, the lower one gets in the hierarchy.

There are a lot of thoughts on making culture more relevent to the game, I think this has been suggested before, with a fair amount of approval.
