Make it possible for cultures to attain tolerated status, in addition to accepted status, where tolerated carries the same penalties as being in the same culture group as the primary culture.

Cultures can become tolerated 1 of 2 ways:
1. Being in the same culture group as a culture that is already accepted. ("These people are similar to other people we already accept, so I guess we can put up with them too."/"Our cultural cousins have been accepted in this country, I guess it's not so bad here.")
2. Achieving a certain population threshold, such as 50%, relative to the primary culture population. ("There may not be a whole lot of them, but it's not like we're that dominant anymore, either."/"This country is already such a diverse place, we could find a place here, too.")
