I live in Canada and I can't wait the release of the game in North America. I read a lot of your comments and suggestions, especially for a sequel of EU.
I think about one aspect who could sound different: Cultural Development (Arts&Letters). The Culture was very important at this time, even to political use (prestige). For example, the prestige of Louis XIV was based on wars, yes, but large cultural support (musicians, writers, etc.) Versailles is the accomplishment of this cultural support.
One of the possible expenses, during the game, could be to hire, for example, famous composers (Monteverdi, Purcell, Handel, Vivaldi, Bach, Telemann, Haydn, Mozart, etc.)
The cultural development should have an impact on the 'fame' of a State and, consequently, on political relations with other countries.
