As of now, you cannot culture-convert province if primary country of it exists. Even if that country never owned the province, so Russia cannot convert prussian Riga to russian culture, as long as Prussia exist. But if Prussia forms Germany or HRE, suddenly you can convert Riga. Huh.
Anyway, rather than scratch mechanic completely, I propose two possible solutions:
- Tie cultural conversion restriction to separatism. Once separatism wears off (ten years, I think?), you can culturally convert province even if its primary country exists.
OR
- Tie cultural conversion restriction to cores. If I force country to relinquish its cores by peace treaty, I damn well should be able to convert the province. It might require two wars instead of one, but its at least doable.
Otherwise, good luck trying to culturally convert that one Francien province smacked in the middle of Germany that France converted twenty years ago.
