If changing culture is simply spending 50 ADM points isn't that just too easy? England conquers St Petersberg. Click spend 50 ADM points. Voila, St. Petersberg is now culturally English. It should be a lot more difficult than that.

You're confusing Acceptance with Assimilation.

Is the new system for spending monarch points to accept a culture or forcing an assimilation in province X into your primary culture?

I actually think the EU3 system for acceptance is fine. If a certain culture group makes up >= 12% of your core GDP/tax/whatever, they should become accepted.

I think this should be a decision. Pay Monarch Power to buy it. And Ottoman Empire should be able to do it easier than most other states.
