How does the culture system work in EU IV in regards to government as in tolerated cultures, primary cultures, etc.? Do you spend monarch points to accept people? Or is their a different system?

From my understanding you spend monarch points to change culture of a province to yours. Although, I do not know if you need to have a core on it to do that or if a miss read something and it was just to accept a culture. The primary culture of your government is probably the same as in EUIII, though, I do not know.

I agree they could be better explained but from what I understand(in EUIII) is that once a certain culture become major income bringers they become accepted. Although, this can be lost from some reason. In EUIV you can change cultures with admin points I believe which I imagine most players will do.

Cultural acceptance in EU3 is actually quite simplistic. When the provinces of a single culture in your realm start bringing in over 12% of your total income, you accept that culture. If that culture's provinces ever drop below 5% of your total income, you no longer accept it. You can edit these values in defines.

Are you sure it's 12%? Also it's not income, it's base tax.

If changing culture is simply spending 50 ADM points isn't that just too easy? England conquers St Petersberg. Click spend 50 ADM points. Voila, St. Petersberg is now culturally English. It should be a lot more difficult than that.

Well, think about all the things you need admin points for like coring which would be more important. It also depends on the king and whether he is any good or not, though, I do agree it is a little easy.

Driving a car, talking on the phone and drinking coffee are all easy things to do.
Doing them all at once... ?

Focusing time and effort (adm/mil/dip-points gathered) on specific goals should see them through, but ask Sauron about what happens when you focus on one thing... ;)

Any time someone says "X is too cheap/easy" with monarch points, they need to think about this.
Everything they add that's too cheap/easy with monarch points, makes everything else that's cheap/easy with monarch points more expensive.

You the player have the power to easily do anything, but anything isn't everything.

I was thinking just that. People tend to ignore the word "base cost" when it comes to monarch points.

Are you sure it's 12%? Also it's not income, it's base tax.
From what I understand it's base tax compared to the combined base tax of all your cores, even those you don't own, so even if BYZ conquers some Bulgarian provinces, they won't get Bulgarian as an accepted culture because of all their cores in Anatolia. Put differently: Because the Emperor claims sovereignty over millions of subjects, he doesn't deem some thousand Bulgarians to be "one of the dominant nations of the Empire" - even if Bulgarians constitute more than half of those subjects he actually rules.
