Okay, so, after fooling around some more with trying to make it work, I noticed that it actually won't crash if I'm not at war with Mongolia, Russia's (only) puppet. I mention Mongolia's being a puppet because the issue causing the CTD doesn't appear to involve at all whether I'm at war with Tannu Tuva, Russia's only other (albeit "non-puppet") ally in the war.

Interestingly enough, if I just go ahead and white peace with Mongolia on the spot, leaving them still as Russia's puppet, and immediately thereafter attempt to annex Russia, then it works fine and no CTD happens.

Those are my observations.

Mongolia's army consists of one division under Soviet control, with the division being currently located in a Mongolian province. Taking what you suggested to mind, I loaded up as Mongolia, simply took back control over their troops, and reloaded as Germany with that simple difference in effect; the CTD did not trigger.
