In that situation the player should have a chance to select if he wants to play as Union or Confederation. I think that would be cool and the US customers would like that very much.

If Victoria is like EU2 or HOI you don't need any additional feature to do that. When the CSA appears you just save the GC, and then start the civil war scenario as CSA and load the saved game...and now you are CSA in the GC you were playing before.
(actually this is how it worked even in EU, I think in EU2 and HOI you could just simply change the shield/flag when loading the saved game without any extra hassle)

Suppose (by events or whatever) that the Democrats win the election and the polarisation is kept up for a few more years, the civil war wil start later on.

actually it is quite easy for a start date. it has to be, must be, the firing of Fort Sumter. any date ealier would make it that the succession was just an ideal, but not an actual event. if the scenario were to start before the fomation of the confederacy (by this i mean a split in the american army) then it wouldnt make much sense because the nation was divided but not split.
