Why can't I create the Empire of Mali? Under the creation conditions, the only thing that is a "red X" is "Title must be 'King'". Everything else checks out green. I have both the Sultanate of Mali and the Sultanate of Mauretania. I have reformed the West African religion and have 100% of the required provinces. I have enough gold and prestige. How do I get to be a "King"? (Which, as a Reformed West African, seems to be equivalent to a Sultanate) If I get the option to create a "Kingdom", the Kingdom changes to Sultanate as soon as I've created it. This is driving me nuts. Thanks!!

Not quite. It requires you to have a kingdom outside of Mali and Mauritania ie that area alone doesn't make you great enough to call yourself an emperor. Only when you have conquered an external realm are you great enough to be an emperor. It's the same for France...

Guessing that "is_feudal = yes" means you can't be a Republic?

What does ROOT and PREV or PREVPREV mean in these events?

ROOT means "ROOT of this script tree." In the event I posted, the root is the top-level entity being tested for this plot to be valid (i.e. you, so you can't plot against your own father for example with the is_father = ROOT). PREV refers to previous scope relative to where the current conditions are... so it's usually in something like "this is an option contingent on the PREV level meeting some condition." PREVPREV is just "previous scope of previous scope" -- moving two levels up. It's easier to understand with examples, but take a look here: http://www.ckiiwiki.com/Scopes

Wiki mentions levy size, military tech point growth and performance in battles. All these things only use personal martial score of a ruler, not state martial. What does state martial (ruler's + marshal's + half spouse's) do? It must be used for something since it's on the character screen, right?

I don't know if anyone knows what it's currently for, other than replenishment speed of troops and events maybe. Sorry, i seem to have ignored the 'state' part in your post.
It might still influence defense and moral values, but i don''t know.
Sometimes i wonder if state attributes do anything at all now. It was once the case.

Can you elaborate? The game says imprisonment chance is based on state intrigue, not on state martial....

I refered especially to the option to use your martial to arrest someone. Sorry if i wasn't clear.

Allies can break alliances. A safe bet would be to become his vassal, if possible.

Playing Jewish, I noticed my vassals would not proselytize their counties unless they have the zealous trait. Is this WAD or introduced in a recent patch? I remember several patches ago while playing catholics and muslim, vassals would always try to convert their counties, or at least I got the success notification frequent enough to have this illusion..

3. Should I give lands to my dynasty members? I just noticed that they have "weak claim" on my title, does it matter if they have lands or this claim is always there?

4. When can I give lands to my children without getting "strong claim" on my title? I don't wanna see pretenders.

Claims don't have anything to do with giving out titles. They get them automatically once they're the next few persons in line upon succession.

Also, murdering those people wouldn't solve anything, since their heirs will also desire those counties if they are in their de jure duchy. If you want to keep rich counties in your own demesne, you should try to hold the duchy titles as well (but, of course, not more than two on the whole, if you are king, since the relation mali are quite big otherwise). But to be honest, if you're strong enough, you shouldn't have any problems either way.

A duke will 'desire' any vassal that's in his De Jure territory but not currently his vassal. Will apply to anyone holding said duchy; no matter how many you kill.

2. How to make someone rebel? I have -95 relations with someone and still does not rebel.
It's chance-based. He's just more likely to revolt at -95, not guaranteed.

3. Should I give lands to my dynasty members? I just noticed that they have "weak claim" on my title, does it matter if they have lands or this claim is always there?
They have that claim for life, landing them might give them the ability to press it (they'd lose the claim should they lose that war, though).

4. When can I give lands to my children without getting "strong claim" on my title? I don't wanna see pretenders.
Children will always get a strong claim on your title. I usually don't land my children because they'll be quite unruly when I die. I do breed them, though, and later land their children.

I want to buy the game and all major expansions (if I'm not mistaken that would be Sword of Islam, Legacy of Rome, Sunset Invasion, The Republic, The Old Gods, Sons of Abraham and Rajas of India). I'm not interested in cosmectic enhancements or music packs, though. What would be the most reasonable (= cheapest) way to aquire this? Is there anything like a complete edition or will there be one soon?

Cheapest way would be to wait them to be in sale and buy them then. There is no pack that has all major DLC's currently and if there would be it would most likely include all the cosmetic ones too. Still you do know that that mod does use some of the cosmetic ones so if you don't have them there is going to be place holder faces. You also don't need Sunset Invasion at all if you want to just play Game of Thrones mod.

Steam regularly have sales. Pretty much guaranteed at Steam Summer/Winter Sale (so winter is next) but also regularly its the sale of the week/weekend. Just keep an eye on Steam.

They do a package but it doesn't contain all, though it hardly matters. You can pick up the individual DLC for about £2.49 each during a sale, cheaper than a coffee. Your own currency may vary.
