What exactly do Universities do? Do they speed up tech improvement only in 1 county, or do they speed it up for entire country? Do my country's tech get tech points faster if i have university?

Of course, if the province itself has low tech... it's kinda pointless. But it will at least become a hot-spot to spread whatever finally reaches it.It increases the spread of tech from the county with the University, so all bordering counties will gain the tech from there faster.
What will happen when my bishop vassal become a cardinal and later become a Pope? Is there any reward from investing in bishop vassals?
Lol funny thing. Since about 10 years I have plot with 500% power to kill someone, and 10 years passed, nothing happened. It usually pops up within year when power is above 100%... bug?
Nope. You're probably just unlucky.
I know you can check enemy alliances by going to the enemy ruler's screen and checking alliances, but what do people usually do to size up an enemy army. At this point I'm mostly going to by number of provinces compared to mine, but that not necessarily a good indicator.( Glares at Eqyptian 10K stacks of doom)
There are a couple things you can do. You can go to the ledger in the bottom right, find the Independent States tab and sort by army strength or alphabetical. Find who you want to attack and you'll see their current force. This isn't entirely accurate because when you attack, they'll get an opinion bonus with their vassals which will increase their levy size, but its a good indicator.
Another way to find out is to click on the portrait of the person you want to attack and click on the realm tree in the upper right corner of their portrait. If you hover over them in the realm tree (its actually the little troop thing but I assume you can figure it out), it'll tell you their total levy and their current levy. If you're looking to attack someone else other than the top liege (maybe another duke in your kingdom if you're not a king yet), you have to find them under their liege and hover over them to find their levy. Hope this helps! (This includes retinues too).
Edit: Here is a video showing off exactly what I'm talking about in the realm tree
Will pagan holy orders fight/siege against other pagan religions (slavic vs roemuova)? Or only vs cristian and muslim?
Well, if you inherit it stops being a republic, that one is easy. How is that possible, and if you will actually inherit or not, I don't know.In my Ironman game in India I created a republic with one of my kinsmen (somewhere someone married into the merchant caste) as doge. Now, about 100 years later, I wanted to look how they were doing and surprise, surprise I am the heir to the republic. (Me the Samrat/Emperor of Rajastan.) Is that even possible? And what happens if I really inherit the republic?
