I'm a huge empire with about 1100 holdings but everyone "loves me". I have positive opinions in all ~140 of my vassals but my passing of law is stuck a 100/400 (meaning 300 opposing votes).
Is it even possible to pass it at my stage?

Is there a Stephen on the dev team? Cuz I have a Stephen of Abu Hadi as my court chaplain. And he's English. And the English culture doesn't exist.
This is an instance of a (particularly weird) bug. English characters are created and banished by people of other religions at times and places English people shouldn't be (eg. Bjarmia, or Afghanistan, in 910)
There is an event that creates a english cultured character that has no limitations of what year it can happen or does not check if there is english characters in game so it can cause an english character to appear when the english culture is not created yet.
Does declaring a Holy War or being attacked by a foreign power help pass Absolute Crown Authority? I just attacked Poland and noticed they passed Absolute Crown Authority right after I declared war. I presume it helps by increasing vassal opinion, much as a Holy War does.
I believe that when you're in a defensive war the vassals get a bonus to their opinion of their liege. It was part of Paradox's attempt to help reduce blobbing; the defender can call up more of their levies than normal since his vassals like him more. But I would assume that this would effect the vassal's willingness to vote in favour of increading crown authority.
