I don't have it. That's why I'm asking. I consider the pros and cons of buying it and this is one of the things I don't know
+1% threat decay speed per diplomacy skill point it seems. Also has a high chance of relations improved and a very low chance of sabotaged relations with lord, I assume the improved relations are also with a lord and they're both for random vassals.
No I mean +1% threat decay speed. It's multiplicative, not additive. So my level 21 chancellor takes me down from 440 months to get to zero from 92% threat, to 360 months. Thanks a lot. Though I assume you mean 0.01% so a level 20 chancellor would give me +0.20% threat reduction thus doubling the speed. Quite good actually
Why can I, as emperor, not transfer vassalage of a duke to a vassal king? (note, duchy is not de jure part of the kingdom)
Another question:
I'm the vassal of France, France is attacking England for a de jure claim. Simultaneously, I am attacking another vassal of France to press my all my de jure claims for a duchy I own on him. England, in their brightest moment, decided to attack my allies sieging down one of the de jure counties I am pressing for, and then siege it themselves, and now they occupy the top holding there.
Anyways, my question is, if I enforce demands now what happens with that county? I assume I would gain it still in this situation, but I'm playing on ironman so I want to make sure.

... If part of the claims you are pressing for, are sieged by somebody else, you will not take those claims.
Well, to the first question, the game automatically gives your commanders positions - flankers in the flanks, direct leaders in the center, and usually suit their position just fine. if your siege leader has very low martial, then that might be the reason why he isn't automatically in command. The titles shouldn't matter, but there is no way to make him your default leader. Honestly it isn't that tedious to switch out your commanders, only takes like 5 seconds each time you go to a war. For your last question, the participation is based on a combination of the siege and battles, so if you don't participate in battles you aren't going to get a high score. Sieging won't do much, as your troops don't actually die or fight much in sieges unless you just assault. This is true also for capturing the enemy leader - the person with the enemy leader in their dungeons wont' get 100% warscoreIs there any way to prevent some shitty ruler from becoming siege leader and keep it as an unlanded siege expert? So far I've done it by just rotating him and a landed commander, but it's pretty tedious to do that, and I'd much rather just have my siege leader automatically lead all sieges, instead of my shitty ally or his terrible vassals.
EDIT: Also, feels bad that the game doesn't have better participation calculations. 7% contribution for ending the war in half the time it would have taken without me.
..then I switch my siege expert as the leader of the center flank,..
Ah, I didn't know that first bit, good to know. But yeah, rank is the problem, and it's silly.Siege expert doesn't need to be center flank anymore to give the bonus.
Your issue seem to be your allies.
Rank matters in who leads, as far as i believe to recall.
