I've completed all the requirements, captured all the required territories but it still won't let me restore it. It says that I need full control of Antioch, even though it's already under my control for over 100 years. The only thing is, a 100 years ago when I captured it, I made a merchant republic at Antioch.
I didn't think this would be a problem because I mended the Schism recently and one of the requirements for that is also the control of Antioch.
So why am I able to mend the schism but not restore the roman empire, even though I control all the required territories?
Is it worth going Feudal as an African pagan? Since you have Eldership, succession laws are not a problem which is usually my main incentive to feudalize. I'm dirt poor (+1/mo income despite full kingdom) though so that's my main motivation to go feudal

Restoring rome requires more territory than schism mending. It is possible you are missing a barony in one of the duchies.
