So if they're releasing on Tuesday 13th 00:00 of International Date Line that would be Monday 15:00 CET. You know, I haven't actually tested that. I do know you can grant independence to regular republic duchies to get rivals (I did it at least 3 times in a single game), and that patricians can join independence factions, but I'm not sure that I could grant them independence voluntarily. I should probably test that and amend my previous post.
