Except that I currently have no troops in the field other than my retinues, and the Knights Templar do not appear to be fighting anyone at the moment based on the lack of conflicts on the Grandmaster's character screen.

Hordes are still in the game, or at least some of them. Note that I play with defensive pacts on and without horse lords, both factors which probably have quite the effect on some hordes.It's been a while since I last played but are the event hordes still in the game? Seljuks, Mongols, etc.... How well do they do in the current version? Are the Mongols tied to events in China (with the DLC?).
IIRC, the Timurids require a mongol ruler in persia to fire, so it relies on Temujin to actually succeeding in conquering vast territories, so that Mongols can hold out in Khiva or Samarkhand until the late 1300s.Recently I've seen the Seljuks and Ghaznavids in earlier starts, and Temujin in every game i've played to the early 13th century. I have never seen the Rise of the Sultanate of Rum or the Timurids.

You can also use favours to force them to join the faction2. How to get other vassals to join my faction (to press my claim on liege's title)? Is the "Build Spy Network" spymaster mission the only way to encourage them to join my faction or is there other way.

I don't know what the thought process behind it is however, so I don't know if it is working as designed or not.So to create a merchant republic from a tribe I need to be independent or not? The tooltip does not mention that but I'm afraid that if I swear fealty to King of Poland (Slavic) that I won't be able to form it. I'm currently Slavic and waiting for a catholic missionary or if Poland manages to capture one more Holy site and reforms...
It does work. The issue is that it seems to lock you to the government type of the highest tier ruler. You can go from tribe to MR if you're a Duke, and if you're independent OR a vassal of a MR (which the AI rarely seems to form kingdom tier republics).Currently it doesn't work if you are someone's vassal.
