i'm a bit confused on the exact rules on raiding with culture-religion combinations.

looking at culture and religon rules, it's norse CULTURE that allows overseas raiding and the germanic RELIGION that allows them to traverse rivers. yet when i gave some random viking another culture, i could go loot overseas just fine. what exactly is allowed simply by beign germanic/being a pagan versus things that are only allowed for certain cultures?

more specifically, i was intending to play an irish character, try to convert it to germanic paganism, pariticpate in a bunch of overseas raiding then later settle somewhere in the mediterrenean and see what happens or if anything deraisl that gameplan along the way. would that work or would the rules around raids be problematic for me?

Any tribal or nomad can raid heretic provinces regardless of religion. Any pagan can raid regardless of government type (I think some of the eastern religions can as well but I never play in that part of the world to say which ones). When raiding you don't get all the loot unless the province is adjacent to your realm or you have ships adjacent to the target province to carry it home.

As far as I can tell overseas raiding is universal and anyone who can raid can also store loot in ships. The "seaferer = yes" part in the culture file only creates a preference for the AI to raid in coastal provinces.

So yes, your Irish viking idea would work.

For instance, I got a few silk road trade posts (some are coastal) which give me a lot of money. Is it worth building hospitals in these, or not?

They will stay as your direct vassal unless you also opt to transfer vassalage to the new king. Not transferring them will make them fairly upset though.

For instance, I got a few silk road trade posts (some are coastal) which give me a lot of money. Is it worth building hospitals in these, or not?

I only build and upgrade hospitals in my capital and in provinces adjacent to my capital in order to create a barrier for disease so it has a ahrder time reaching my capital.

That said a basic hospital is cheap enough that you can build them everywhere.

Is building dans upgrading hospitals in other counties than the capital county worth it?
For instance, I got a few silk road trade posts (some are coastal) which give me a lot of money. Is it worth building hospitals in these, or not?
It can also be good to use them with natural barriers to restrict the spread of disease so those hospitals indirectly help multiple counties - when playing as England, I like to build hospitals all along the Strait of Dover to make it harder for continental diseases to cross the channel.

How do you vassalize a holy order or a mercenary company? They never seem interested for divers reasons.
Holy orders typically have their own holding, and a ducal titular title. You can declare directly against them using a force vassalize CB, or you can, for example in pagan rulers, reform the religion and generally the holy order will start in your territory which you can de jure over.

I'm not sure about mercenary groups.
