Yes, but if the technology in his capital is maxed out then he can't spend the tech points in the capital because everything is already maxed out.

Is she perhaps paranoid and wants to go into hiding or seclusion?

Where is she when leaving her position?

If you already have maximum tech in your capital you won't benefit from the bonus to technology spread, therefore it makes more sense to build schools in adjacent provinces which don't yet have maxed technology. You won't be able to use the tech points they generate unless you move your capital, but at least you benefit from faster tech spread.

I'm not entirely sure on that second point, but it is true I haven't found Learning to be particularly powerful.

Once again, thanks a lot. This game is remarkably complex. And it is just so different from other strategy or even grand strategy games.

Depends what you want to use it for. If you want to look stronger than you are so that factions have less power or if you want to just raid and avoid fights then Light Skirmish is best. For cost-efficient fighting power the best one is Defence, but if you're more worried about supply than cost Cavalry retinue might actually be better in a fight of equal numbers. Not entirely sure on that last one and it can get situational too.

Technology ahead penalty - how much ahead penalty is acceptable to you? I am sitting on 500 cultural points and can go for legalism 3, but I don't see any reason to with +46% ahead penalty. I am thinking of hoarding points for a few more years instead.

Any suggestions or comments?

I prefer to have enough research points to advance at least two fields for each technology tree and I don't pay attention to ahead penalty if I have enough. Though I have two exceptions: for legalism, in case that I need a law passed soon and military organization, if I'm about to go to holy wars against pagans. Hope my answer was clear :)

That makes sense. I also leveled up legalism even with +45% penalty because I needed High Crown Authority to prevent a duch passing to the French! Unfortunately, my King died before its approval and now I am stuck at 11/29 votes in Wales.

I guess that leads to a followup question - without Conclave, what makes your vassals vote for the law changes, especially ones that they may dislike, like High Crown Authority. I tried bribing and giving gifts, but apparently 35-45 opinion isn't enough :(

It's a bit situational. For me the main questions are whether it's a key tech, how many tech points am I producing, and what am I missing out on by not upgrading.

Not all techs are equally important. Personally I prize Military Organization, Castle Infrastructure, Keeps, Construction (with Reaper's Due DLC), Majesty (if empire and going for Imperial Administration), and Legalism above other technologies. I'm willing to take a 50% penalty for those, but not for others.

Some technologies also have key points that are important to reach. A good example is 4 Military Organization which is needed to ignore attrition in pagan territories. If I was at 2 and could upgrade to 3 at a penalty, but wouldn't have enough tech points to reach 4, then I would choose to wait. A similar case is the 5 Legalism required for Absolute Crown Authority. You get no benefit from Legalism 4, so there is no point in taking a penalty to upgrade if you won't be able to upgrade it one more time to reach 5. If I wait until I do have enough points for Legalism 5 then I'll also get a lower penalty for Legalism 4.

On the other hand, with technologies like Castle Infrastructure where each level gives a bit of a bonus but no specific level gives anything crucial I'm more prone to just spend my points as long as the penalty isn't worse than 50%.

For any technology that's not a key tech I will wait until the penalty is gone before investing any points at all.

50 opinion is when they can change their mind and vote for your law, but it isn't guaranteed. I've had vassals at 80 opinion that still refused to vote for my laws. But try t get opinions to 50 anyway. Those whose vote can change based on opinion alone will change it at that point.

I got High Crown Authority passed in both England and Wales - apparently 50-60 opinion was the turning point. My Chancellor was quite busy boosting opinion and my treasury is a bit depleted. But maybe it is better than fighting East Francia? Or maybe it isn't. We will find out one day.

I regularly manage to be a good ten tech levels ahead of everyone else in each area by focusing on learning.

So, after 1300 hours I am leading my first independence faction revolt. We are at a bit of a stalemate where my army can't defeat my liege's, but I have whittled down his army so that he cannot siege down my holdings either. Great, just need to let the ticking warscore go up since he doesn't control any of my holdings. Funny thing is, after 2+ years there hasn't been any ticking warscore.

Do faction revolts not get ticking warscore? Did I need to declare an independence war using the CB and not the faction?

Edit: everyone involved is Catholic and I am not a de jure vassal, in case that matters.

That's interesting. Do you also focus on tech buildings? How much useful do you find your higher tech level than, say, a high diplomacy or higher martial score?

I find high tech levels to be incredibly useful, but they are a long long term plan. Particularly the economic techs that are the prereqs for most buildings in your main holding type. If you are worried about losing out on bonuses from other attributes, keep in mind that military tech levels give the same bonuses as martial abilities. Each level is worth about 1.5 martial. Diplomacy bonuses can also be acquired with some of the customs techs, at least with your vassals.
