Vikings get the ability to raid from two sources. Their Germanic Pagan religion and their Norse culture. The Norse culture eventually splits into Danish, Swedish, and Norwegian at which point the only thing that allows them to still raid is their religion. If you convert them and the culture has split the raids will stop. That's why it's advised to convert them, but it's actually only half of the story. The other half is waiting for the Norse culture to split up, which does tend to happen automatically, though there are a few ways to prevent it.

As for why the raids have already decreased significantly, it depends. If the Norse culture has already begun splitting and all the vikings are now Orthodox only the few that still retain Norse culture will still be able to raid. Though if the culture hasn't begun splitting yet I don't have a definite answer, only guesses.

Yeah, really the only way to guarantee an end to the raids is to install an Abrahamic non-Norse overlord.

If I usurp the Byzantine Empire title, will I get the "Imperial Administration laws" or is that only gained if by winning a war for pressing someone's claim for it and/or being elected emperor? (After the title is destroyed and recreated the imperial administration law is obviously lost).

When you go onto the 'Choose plot screen' what determines the plots that already show up there as suggestions? I really can't understand it. Sometimes there are suggestions that are in blue which I don't even meet the requirements for. Are these mostly random, or does it show you a list of plots which are likely to be successful?

Is there any way to check in advance which country tags get converted to EU4 as EU4 countries, and which ones get random ideas? For example, I know that Britannia gets converted as GB with English ideas.

It's the difference between potential and allow.

The potential block determines if you can see the decision, the allow block determines if you can use it.

EDIT: Nevermind, I misread it and thought you meant decisions. I've never messed with plots, so I can't help you :(

They work pretty much the same way. Plots are allowed/restricted based on character traits, rank, holdings, and so forth. For example content characters can't plot to fabricate claims or revoke titles.

But what determines whether the 'suggested' plots go into that window in the first place? I mean you can technically plot to kill anyone, so what makes those in the window special? Does the game recognise where you may potentially gain titles/claims from murdering certain people?

Changing Culture of Holy Orders

How do you change the initial culture of Holy Orders? Has anyone managed to change the culture of, say, the Teutonic Order, so that whenever the grandmaster of the Teutonic Order dies, his successor does not immediately convert to German culture? Thanks.

This is essentially a reposting of a previous question since I am concerned that it will be missed with the new posts.
