I'm not sure if negative cash affects retunue reinforcement, actually, I don't think I've ever been broke while having a substantial retinue. Anyway, the control is on the military tab, go to retinue and there are three round buttons you can click to have it reinforce fully, at half rate, or not at all. I don't usually pay attention to levy reinforcement, but it seems like they mostly reinforce at the castle you raised them from (so you can't get those reinforcements without disbanding and reraising), but they might reinforce a little in the field too, but if so they don't do so fast enough to make much difference from my experience.

Running out of money does indeed stop the reinforcement of retinues. As for the levies, the game will not actually display how much they are reinforcing the way it does with retinues, mercenaries, and holy orders. The levy just grows a bit larger after spending some time in home territory.

Since patch 2.7.1., I, being in the Hermetics society, seem not to be able to cure stress and depression on my courtiers. I can easily cure it on myself (one ingredient seems sufficient), but when I try it on my courtiers (sons, daughters, councilors; all unlanded): the ingredient(s) is/are consumed, but nothing happens. There is no message of confirmation one way or the other either. Anyone else see this?

If I'm a vassal king within the HRE, can I offer to vassalize another person directly under the emperor? Say, if there were a count with no duke or king between him and the emperor, could I offer to vassalize him?

No. You can only peacefully vassalize independent rulers. You can directly attack dukes / counts that are direct vassals of the emperor if you want to though.

Some other stuff I forgot, having gotten up for work at three in the morning yesterday:
  • If you end the Great Schism, Catholic and Fraticelli crusades will be permanently disabled, even if you later restore Catholicism or Fraticellism as the dominant branch and make Orthodoxy the heresy.
  • If the Pope is not your vassal, even the Roman Emperor is in the same boat as any other Catholic ruler.
  • A vassal Pope is a much more powerful tool than the Ecumenical Patriarch or other Pentarchs, bordering on a game breaker but for the fact you have to be an emperor to vassalize him in the first place. He can excommunicate any Catholic character and grant claims and sanctioned invasions against any Catholic realm (whereas Orthodox patriarchs are limited in jurisdiction by autocephaly). You can also demand he give you large sums of money as long as he has it to give.
  • Catholics have up to five holy orders compared to Orthodoxy's one. If you wait until Catholic crusades enable and then end the Great Schism, you can add any holy orders that have been founded to Orthodoxy (or found the Brotherhood of the Holy Sepulchre and then go Catholic to add it to Catholicism), since they follow the majority denomination of their branch.
Wait, does that mean that if I as a Catholic Emperor vassalize the Pope, but mend the Great Schism, I have my pocket Pope but he won't ever declare crusades?

Also, can I stay Visigothic and not culture-flip to whatever if I am Emperor of Hispania?

If the Germanic pagans have formed Scandinavia and reformed paganism, am I screwed? There's a constant wave of adventurers trying to mess with my stuff :(

They won't turn Christian nearly as easily and the Norse culture won't split up if that's what you're asking.

Wait, does that mean that if I as a Catholic Emperor vassalize the Pope, but mend the Great Schism, I have my pocket Pope but he won't ever declare crusades?

Also, can I stay Visigothic and not culture-flip to whatever if I am Emperor of Hispania?

In order to mend the schism you'd need to be Orthodox, Iconoclast, Paulician, or Monothelite. You can turn Catholic after that and make the pope your vassal and he would indeed be unable to call crusades. The one advantage would be that you could have 6 holy orders instead of 5, but personally I prefer having crusades available.

Yes, if you are emperor (or at least double king) the Visigothic culture split will not happen in your realm. Two more things that block Visigothic provinces from culture flipping are if the owner of the province is Muslim or if the religious head of the province owner is Visigothic.

How do I have my empire stay an empire when exporting to eu4? I have elective monarchy while having an imperial government, and full council authority. What exactly in my laws do I need to change to prevent my empire breaking up into its component kingdoms? I don't want to destroy the kingdom titles and hord them all myself, but I don't know how else to do this.

Full council authority is your problem- they need to have no authority at all.

But the Council is comprised of the vassals. Giving them *more* power, rather than giving it all to the top liege and their staff.
Right, but why would that have them become a separate vassal state? Them having more power would me the government is heavily restricted from doing certain actions and cannot act willy-nilly easily. It's doesn't mean that they get to be a seperate vassal state, being seperate means not having as great a voice in government.

I would look at it as council authority representing their autonomy:

No rights = you rule absolutely with an iron fist.

Full rights = you have no power over them and they do as they please- to the point were they're basically ruling themselves, hence why they appear as a separate entities in EU4.

You keep making the mistake of thinking the Council represents the government of the liege. It doesn't, it represents the local governments (in the form of vassals) having a say in the realm. Full council authority is a lot like a medieval equivalent of the United States (in theory). A federation of sovereign states united under a limited central government, in charge of interstate commerce/relations and representing them all with other countries.
