Let say that I have a plot to kill one of my vassals.
My plot power is quite low so I decided to send my spymaster with a mission Build Spy Network (it sais how much plot power I will get for such action).
Two questions:
1.Do I need to send my spymaster to the province where is my vassal I am planing to kill (with active plot on him)?
2.When using Build Spy Network I will get this bonus % plot automatically or I need to wait?
You do not need to send him there but it helps. You get the bonus automatically. You can see the plot power increasing right after you spymaster is there.

Yes and automatically should be the case. I believe you should be able to note your plot power getting increased by the appropriate amount (see the tooltip for the spymaster plotting action in the council job menu for how much it should be) after plopping your spy master in the same location as your target.

Can anybody point me to the location (if there is a single one) in the game's history files where the stats/profile information of all the historical characters with fixed, definite starting traits and stats are kept? For example Charlemagne in his start always has brilliant strategist, diligent, zealous, generally good stats etc, as opposed to his brother, whose education, traits and base stats (like with most characters in their starts) are random. For another example I think Muhammed, buried in the history files of the caliph/Arabian empire titles, also has fixed traits/stats, while a lot of the later historical caliphs somehow have that stuff generated randomly every game.

1. When playing as Pagan Slavic Tribe I want to use Settle Tribe option (Steward) to change culture of conquested province.
However when choosing this option all provinces are black - I am not able to send him anywhere, why is that?
2. When playing the same character I have a wife with Tengri religion, mine is Slavic. Why I dont have acction Convert to Spouse Religion?

1. You can settle only in province you own directly, not your vassals.
2. You can demand conversion only to a reformed organized religion - so, if you will reform Slavic, you will be able to request conversion

Is there some benefit to holding multiple empire titles aside from the extra prestige (which really doesn't matter)? You need to make sure the succession and inheritance laws are the same, but at least with primogeniture I don't really see an issue either.

The wiki page I'm reading says Cologne and Braunschweig have the same condition attached of being majority Catholic but held by a non-Catholic.

I'll find out one way or another tonight: it's 899 (crusades unlock at 900 or later) and I'm Fylkir and Kaiser of Germania, and both counties are majority Germanic.
Ok, can now pretty well confirm. It's 909, Cologne and Braunschweig are still Germanic and crusades have yet to arise. But I'm going to have to take over a vassal war to stop her from conquering Toulouse, unfortunately, or else they will trigger and I'm in no shape to fight them off yet.

Mostly no benefit aside of your own roleplaying. Also prestige goes to scores, so at least it helps. But it also hinders you in a waya, specifically - your vassal kings will desire your secondary empires - giving them -20(?) opinion.

No special benefit. I usually just have a single empire and let everything drift into it.

There is one file in here for each culture, so you need to know the culture of the character you are looking for. For example, Charlie and Karloman are in the file old_frankish.txt

The number of provinces with the heresy needs to surpass the number of provinces with the orthodox religion by 5.

So I have conquered two counties which are part of duchy of Pomerania.
Those counties are automatically attached to Lesser Poland Duchie:
1.Why is that? Why it is not assigned to any other duchy I am holding?
2.Why those two provinces are not on the list (de jure is off) - screenshot attached.
3.If now I will create duchy of Pomerania and few years later i will conquer Szczecin (lasr province of that duchy) it will be assigned to Duchy of Pomerania automatically?

Those counties are automatically attached to Lesser Poland Duchie:

3.If now I will create duchy of Pomerania and few years later i will conquer Szczecin (lasr province of that duchy) it will be assigned to Duchy of Pomerania automatically?

You aren't personally holding any other duchies and they can't be assigned to a duchy you're not holding. But you do also have a kingdom o Poland so Slupsk and Gdansk should be vassalized directly to that. Which would explain why they don't show up on the list of vassals of the duchy of Lesser Poland. I considered the possibility that it's highlighting you personal property instead, but then it should have included Cieszyn and excluded Sacz. So my best guess is that there is an error with drawing the borders of the duchy.

If you create the duchy of Pomerania the two counties will automatically become part of it and when you conquer Szczecin it will be part of Pomerania too.

It's 1200s and all the horde events have already happened, but I'd wish to spice things up in the east and possibly give the ERE some actual threats. Can I use the console commands to make Seljuk or Timur spawn again, or would that cause issues since those guys have already technically existed in the game?

New to CK2 so I will probably have a few quick questions as I go along. First one which comes to mind, is it possible to "improve relations" with your own Bishop i.e. someone in your own Demesne? At the moment he likes the Pope more than me hence is paying no taxes and contributing no levy. How do I get him to like me more? He is on my council and has a minor title, but still he gives me zilch.

Court chaplain has a improve relations with religious leaders. If you appointed him as your court chaplain, afraid there's no action to improve on him further.

If you have way of life, theology focus improves all religious leaders opinion by 20.

Carousing is another focus to get friends from vassals.

You can also send a gift, but the effect of that varies based on your Diplomacy and how greedy the character is.

Well, what about the Mongols, have they happened?
