If I make my spouse my spymaster, is she still able to get pregnant if she's assigned to do something (e.g. technology theft, build spy network, discourage factions)? I know it appears that you can't father anything while leading an army, does the same apply here...?

When you get that alert, it means that two people who were betrothed can now get married. You can either click "Send" and they will get married or you can break the betrothal, resulting in some opinion penalties. You can also try to switch it to a matrilineal marriage or vice versa if possible.
