Hello,
I've been having some issues with framerate stutter in Crusader Kings 2 when moving around the map while the game isn't paused. I've never had this issue before and I have a fairly good pc rig so I'm a little baffled as to why this is occurring.

Things I've tried to fix it:
Turning off sound (Sound is fine)
Disabling Tree Draw
Disabling PostFX
installing the flat terrain and normal map replacement mod for performance
windowed mode and borderless mode
running the game directly from the exe and not through steam

None of these suggestions worked so I'm looking for other answers. I've attached my dxDiag file. Any help would be greatly appreciated!

That hardware looks fine, of course.

You seem to be saying it used to be OK and now this has happened. Is this just in one particular save game, perhaps? If you start a fresh game does it run this poorly from the beginning? Can you say what change or update seemed to trigger the problem - was it OK one bad and bad the next, or it seemed to get slower and slower gradually? And if the latter, again was that just in one game (as the map got more complex perhaps) or in any new game?

It lags even if I start a new game. It begins right as I start playing in 1066 and only occurs when I'm scrolling around the map while time is progressing. It seems that I have this issue all the way till version 2.1.6. I wonder if the addition of the Indian provinces are creating game lag for me. I haven't played in a while and I think India wasn't in the game last time I played.

Certainly the expansion of the map to India uses more memory and CPu power, but your machine ought to cope with that just fine.

Did any of those things in your OP here help at all, even a little bit?

What anti-virus do you have, and does turning it off help?

Please do a full clean re-install:

- move any valued save games elsewhere
- "delete local content" in Steam-CK2
- manually delete all files and folders left under Steam/CK2 AND Documents/Paradox/CK2
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test

Thank you for the speedy reply Andrew. I've done a clean install as you directed of CK2 and turned off my virus scanner (Windows Defender) and it still lags. The map only stutters when I move the camera around while time is moving forward. As soon as I pause time, my fps stays consistently at 60. Also, I opened my task manager to see if my cpu or ram were being pushed to the limit but even though the game was stuttering my cpu only reached a 30% usage level and my memory reached about 35%.

If you roll back to 2.1.6 is it OK? If now, how about 2.0.4?

Also, looking at the end of that dxdiag.txt , you are getting a bunch of problems there, mostly with JpnIME.exe . That's part of the Windows OS which I think is something t do with the Japanese language (Input Method Editor) - could that be the case? I see a similar issue reported here

Not sure whether it has anything to do with your CK2 performance issue, but worth looking into I think.
