How do i make so the first targe is always for jerusalem (except when it's defensive when the kingdom of western europe aren't occupied by catholics or non heretic christians)?

Then, i'd advise downloading one of the mods that already do it (though, for whatever reason, the one i'm subbed to doesn't work), checking which files it changes and using it as a base to build your own mod. You can guarantee it's the prioritary target by raising it's weight, but not enough to supplant the weights of western european kingdoms.
