I'm currently playing the duchy of Flanders which is in the dejure empire of the HRE.

I wanted to increase my sway in france since I am the most powerful duchy so I declare wars against the french king to lower crown authority to autonomous vassals so I could place my people on the counts etc that I have weak claims on. However, after the long and tedious war waged against my king I come to the realization that I CANNOT declare war in france because I am de jure in the empire of HRE. I cannot plot to change the laws as well because I am defacto in the french kingdom. I don't see why the de jure borders are absolute, especially considering the split of charlemagnes empire has my land in the kingdom of the french and it wasn't until the 1500-1600s that the HRE had any power over the low lands.

In your particular situation, if you're Duke of Flanders a vassal of France and the Kingdom of Frisia is still de jure HRE then you will be subject to the crown laws of the HRE because the Kaiser is your de jure liege. If crown authority in the HRE was limited or autonomous and France was medium or above, then you'd actually be able to declare war on your fellow French vassals, but they wouldn't be able to declare war on you. It just sounds like you got stuck in an unlucky situation, but it shouldn't be too hard to support a revolt in the HRE and get the crown authority lowered.

I cannot plot/join a plot to lower crown authority in HRE. I can only plot in the kingdom of France since he's my de facto leige. I understand that eventually I will drift to the kingdom of France, just seems weird that I cannot plot with the German princes when I am in their de jure territory and voting for the election.

Unless I'm mistaken, I think you should be able to offer to join the war of someone who is revolting in the HRE though and try to help them win (that is what I meant, rather than plotting), but I guess the Kaiser may be too strong even then as getting independence from the HRE is incredibly difficult in most cases.

I drifted enough to join the kingdom of france and have become king now after a few tyrants rose and locked my family up arbitrarily.

I could have joined a war, but they had to push to absolute crown authority and extend the empire too much before the vassals even THOUGHT of revolting.
