Crown Authority Question

Is the "minimum levy" modifier on Crown Authority working? It seems to me that vassals still don't give me any levies if they dislike me, and give me full levies if they like me anyways, so what does it do? Do I just not understand what it's supposed to do?

There was a bug with this that should be fixed in today's patch (v1.03b)
