It might depend on which game you are talking about, but in general that has not been possible (eg CSL, Surviving Mars).

I don't think so, if I recall correctly the console version will start with 1.7 (that was a beta patch based on 1.6.2 on pc) and the pc version is already 2.2 (1 year and half of development behind).
