Hello. Wiki is a bit unclear, so I have to ask here, does sieging army get crossing penalty when attacked or it does not? I have experience that it sometimes happens, sometimes not, what are the rules? Thanks in advance.
The reason why it is done this way (even though it's a bit unintuitive), is so you don't suffer terrain penalties for relieving a mountain fort. Otherwise mountain forts would actually be bad, since it's usually the defender starting a battle on fort provinces (since the attacker is trying to siege it down).
Err... I was talking from a pure game mechanics standpoint. Realism or making sense doesn't really matter here.Canceling out the river penalties would make sense though. After all, they already crossed, potentially months or years before the battle.

Yeah, I meant river crossing penalties for the army, doing siege in your province. You relief a siege with your army, and sometimes they got -1 river crossing penalty, sometimes not, despite me always having better maneuver. It can't be random, right? There got to be some rules.
