Crossing a strait and landing from ships penalties should ..

.. should not be countered by maneuver of general. Or, atleast, it should reduce penalty at most from -2 to -1.
I'm talking about these two —
Crossing a strait: -2 to all rolls.
Amphibious landing: -2 to all rolls.

It's makes maneuver just too OP, like 2 fire and 2 shock dice in the battle even if sides have 0 and 1 maneuver correspondingly.
It ruins Sweden and Ireland gameplay a bit.

Humans are smarter then AI. You should let the enemy attack your smaller forces from across the strait, and when they are here already block the strait and bring in reinforcements in time.

This is quite a basic tactic and straits and naval invasions dont ruin the game. In fact they make the game easier if you play it smart. Denmark, Hansa, Sweden are all lots of fun to play.

It has nothing to do with my suggestion. I told that general maneuver is too strong in case of -2 crossing penalties, because it means that side won't get like -4 dice (2 shock and 2 fire).
It's nonsense that you can rush from ships without any penalty at all(same for straits), so I suggest to set it atleast -1 if you have more maneuver. It returns a bit more war tactics.
When I told "ruin" I mostly meant multiplayer warfare which is pretty dependable on such things.

The higher maneuver means they succeeded in landing their troops and establishing formations *before* the enemy army was engaged. Provinces are big, the defending army isn't sitting on *all the coast* waiting for the enemy. They have to move to intercept the enemy as he lands, and if the enemy is fast or sufficiently far away, he lands first and his troops are in good order before fighting.

No one fought true amphibious assaults until WW2, afaik.
